The provided ACLOCAL_AMFLAGS are not adding 'tools' to the aclocal include path, thus the picked up gnome-doc-utils.m4 file is the installed one instead of the shipped one.
This makes the build fail when installing for the first time and patching Autotools files (and thus triggering the Autotools rebuild).
