OstreeBootloaderUboot should merge users uEnv.txt varibles with ostree's uEnv.txt variables.

Many embedded systems that are based on u-boot boot loader use the /boot/uEnv.txt file to pass custom variables to a boot loader.

OstreeBootloaderUboot, when writing to uEnv.txt should preserve ostree unrelated variables.

Current workaround would be to store user settings in other other.txt file and source both files at boot time. But this could be confusing to some since /boot/uEnv.txt is more familiar location for customizing environment.
