I think that it would be really good if there was a built-in feature which would allow you to set live wallpapers, that is animated ones, and sometimes interactive ones too.

This can already be achieved with some third-party applications as shown here: http://www.omgubuntu.co.uk/2012/11/live-wallpaper-for-ubuntu However these are on unsupported and untrusted third-party PPAs so a built-in GNOME feature would be much preferable.

And there is already native support for animated wallpapers, however the main problem is that there is no automated way to generate the XML file.

The control center is not the right place for a wallpaper creator/editor. That is best done as a separate application

This is open source, so generally if you want an application badly, you write it yourself. The other option is to convince other developers to do it for you, but thats an uphill battle.

Ok, but couldn't this perhaps be something for the gnome-tweak-tool? Or maybe it's too big of a feature for that...

gnome-tweak-tool is meant to expose hidden settings, and this is about having a way to *creating* animated wallpapers. Plus, a bug-tracker is not the ideal place to discuss the creation of a new application.

I would suggest having a separate application (as Matthias pointed out) to create such "rich" wallpapers, and then check if Settings -> Background is able to handle them.

Marking as NOTABUG, because gnome-control-center is not a wallpaper creator.
