gettext 0.19.5.1 and intltool 0.51.0 bring some important bug fixes, for example GIMP's .scm files extraction is now fixed.

Re-assigning to sysadmin, as we are using system-installed version of those libs.
I don't know if it is easily achievable or not.

Newly released gettext-0.19.6 adds native support for AppData files.

Packages have been upgraded, dpkg -l tells me:

av@progress:~$ dpkg -l | grep intltool
ii  intltool                         0.51.0-1                          Utility scripts for internationalizing XML

and

ii  gettext                          0.19.6-0gnome1                    GNU Internationalization utilities
ii  gettext-base                     0.19.6-0gnome1                    GNU Internationalization utilities for the base system
