usually tool presets get saved without a folder structure, so why not saving new tool presets for the current visible tag, inside Gimp/2.8/tool presets/tag/   ? (tool presets dialog, upper tag field)

if no tag is specified, tool presets could be saved in their default tool presets folder path.
