"Volume is busy" dialog is not keyboard accessible AND blocks all other keyboard interaction

Steps to reproduce: 1. Mount removable drive 2. In a terminal, CD into a directory on that drive 3. In Nautilus, eject the drive 4. Attempt to interact with the resulting "Volume is busy" dialog via the keyboard (change focused button, dismiss the dialog via Escape) 5. With the "Volume is busy" dialog is showing, attempt to use the keyboard to interact with your system (Alt+Tab into another window, switch to a virtual console). Expected results: 4 and 5 would work. Actual results: 4 doesn't work. You must use a mouse to dismiss the dialog. Until you accomplish 4, 5 doesn't work. Impact: If you cannot use a mouse, your system becomes unusable. Thanks for the bug report. I'm sorry that I'm making this question after more than 2 years. Are you using GNOME-Shell? What does this dialog look like? Is dark and shading the whole screen, like the "Power-off Dialog"? If so, this may be a bug in gnome-shell.
I can confirm this bug on 3.26 beta, Sometimes I can focus "cancel" button by pressing tab twice, sometimes no button is focused no matter how many times I press tab key.
GNOME is going to shut down bugzilla.gnome.org in favor of gitlab.gnome.org. As part of that, we are mass-closing older open tickets in bugzilla.gnome.org which have not seen updates for a longer time (resources are unfortunately quite limited so not every ticket can get handled).
