changing time & date video no longer accurate

The only way to the settings panel in 3.16+ is through the system settings, not the time/date panel in the top bar.
Good catch. Also, when closing the time zone window, one needs to click the cross button at top right corner of the window as there is no more a Close button at the bottom. This particular problem actually also applies to 3.14.
