I want to open a single document multiple times, e.g. in order to display several pages of the document at the same time on different monitors or split screen.
Evince always focuses the already existing window.
This is probably a good default behaviour.
I would like to see a command-line option like "--new-window" for users who really want to open up a document several times.

In the UI, you can open multiple instances of the same document: either pressing Ctrl+N or through the menu: "Open a copy".

In the command line there is no option, however there is already a bug filed.
