Keyboard shortcuts do not always work.

Steps to reproduce:

1. Open a PDF in Evince
2. Click on the page, observe arrow keys work to browse through document.
3. Press Ctrl+Left/Right to rotate page, observe these keys do not work.
4. Click on menubar, so toolbar has focus.
5. Observe Ctrl+Left/Right now works for rotating pages.
6. Arrow keys no longer work for browsing between pages, instead changing focus between buttons on the toolbar.

As Evince's primary purpose is document viewing, the arrow keys should always browse pages, or at the very least, the shortcut keys like Ctrl+Left/Right should work no matter what widgets are focused.

Having to use the mouse to activate/deactivate certain keyboard shortcuts defeats the purpose of having the keyboard shortcuts in the first place!

Thanks for taking the time to report this. I cannot reproduce anymore this bug in Evince 3.26, and the shortcuts are working as expected (except for one thing that will be fixed in 3.28) Please feel free to reopen this bug report if the problem still occurs with a recent version of Evince.
