icon svg

I tried to create a patch for this, but the render script was being weird and I was too stupid to understand, so I'm attaching the icon here instead...

We have file-new, and it would be useful to have folder-new to complement it. One place I want to use this is the file chooser - we're currently using list-add for "new folder", and it is rather ambiguous.

I may be confused, but I already see a folder-new-symbolic in my jhbuild tree, and I've used it in the wip/matthiasc/filechooser branch.
