Steps to reproduce:
1. Get into the Evolution Preferences dialog
2. Select 'Composer Preferences' in the list on the left
3. Select the 'General' page tab
4. Press the Tab key repeatedly to move focus to each widget

Expected result: You would be able to navigate to all (enabled) widgets.

Actual result: You cannot Tab past the 'Send messages through Outbox folder' checkbox.

If you try with Shift+Tab instead, you get essentially the same problem: You cannot Shift+Tab past the 'Number of characters for word wrapping' spinbutton.

Thanks fro a bug report. I found two issues:
a) wrong position numbering of the items on the tab
b) one label had can-focus, which broke the tabbing

Created commit f45d13b and commit 4103bb4 in evo master (3.17.4+)
Created commit 2693989 in evo gnome-3-16 (3.16.4+)
