The two different tools for mouse and graphics tablet (wacom bamboo pen) are not switched correctly when switching the input device. 

How to reproduce: 

- Start Gimp
- Select one tool for mouse, another for tablet.

- Draw with tablet -> everything works.
- Try to draw with mouse -> Nothing happens.
- Now use mouse to hover over toolbox -> Only here, the selected tool switches and drawing with mouse is now possible.
- Using the tablet again, hovering anywhere over the gimp-window (canvas, ...) instantly switches back to the tool selected with the pen, no matter where you hover. This is how I expected it to be with the mouse, too.

A video for that behaviour with the device status dialog (http://docs.gimp.org/en/gimp-device-status-dialog.html) visible would be helpful - and GIMP 2.8.16.

I just took a second video, showing the bahavior in gimp 2.8.16. In order to show everything I do, I now included the dialog you requested, a video of my mouse and pen and a display for all my keystrokes.

Comparing what happens in the device status dialog to what I am doing, you can see that gimp switches from mouse to wacom pen at the very moment I hover the pen over the tablet (this works as intended).

But when I switch back from pen to mouse, the device only switches when I touch one of the dialog windows, resulting in me being unable to draw on the canvas until I move the curser out of the canvas on one of the dialog windows and then back.

Is the behavior different with a current gimp-2-8 build? 

Bug 771444 is fixed there, and I'd feel much more confident to release 2.8.20 with that patch if I get some feedback about it.

I tested it on GIMP 2.8.18 and the behaviour is exactly the same as in the video, as far as I've been able to tell.

Yeah, it's the same for 2.8.18 because the fix went in after this was released. Please try a stable nightly build from http://nightly.darkrefraction.com/gimp/

I'm especially looking forward to feedback on the behavior if both the mouse and a tablet stylus are configure to use the same tool - the patch author reports extra brush strokes happening in this case.

I've downloaded the 2.8.19 version from the nightly builds you linked and the behaviour persists. I still can't use my mouse to draw after using my tablet until the cursor interacts with something other than the canvas.

If you're referring to the strokes that can't be undone when reaching the border of the view, or brushes switching when reaching the view border, I can't reproduce that any longer. 
The observed behaviour is as follows: When the tablet pen leaves the view, it stops stroking altogether. If at any point during the stroke (without lifting the pen) it re-enters the view, a straight line is drawn from the point where it exited to the point where it entered. This is different from the behaviour of the mouse, which continues to stroke outside of the view, much like it does inside the view.
There is no more switching between mouse and tablet settings, and I don't see any extra strokes either, although I'm not quite clear on what "extra brush strokes" means. If you could be more clear on this, I could try to reproduce that behaviour.
