In https://bugzilla.gnome.org/show_bug.cgi?id=720363 we changed all timestamps to be 0, but there's no reason not to set the current timestamp when creating the /etc copy.

OSTree has moved to Github a while ago.
Furthermore, GNOME Bugzilla will be shut down and replaced by gitlab.gnome.org.
