In recent versions of gtk+, mouse scrolling between GtkNotebook widget tabs doesn't seem to work. I tried it pavucontrol just now, for example, and nothing. If it makes any difference I'm using xfce 4.12 (FC22).

This feature was removed from GtkNotebook. I've come to the conclusion that it is basically always wrong and confusing to users to make scroll events do something that is not scrolling content up and down.

Three thoughts:
-What about situations when the tabs are on the left or right? In that case, it would be vertical content being scrolled.
-What about horizontal scrolling (for those who have it)? Admittedly this is not my favorite option.
-Given the ubiquity of this feature elsewhere (Gtk2, Qt), it's not clear how confusing the average user finds it. Would there be any harm in making it optional, or, better yet, just leaving the feature in and figuring that anyone who doesn't like it, finds it confusing, etc. doesn't have to use it?
