I am trying to join a channel with a name like "##test" that is also password protected, but it doesn't seem to actually join that channel. It shows '0' for the number of people currently in the channel.

Thanks for taking the time to report this bug.
This bug seems to already have been fixed, at least I was able to join both #test and ##test on irc.freenode.net, with Polari 3.18.1.

Yes, thanks! Polari doesn't handle password protected rooms currently, but I filed bug 775256 for handling errors and bug 775257 for handling password protected rooms. I am marking this as a duplicate for now, though.
