Some controlled environments like a student computer lab would benefit from allowing administrators to lock down system updates to avoid issues like the one described in bug #749357

One day, in the bright future ahead of us, when we have applications separated from the OS, this might only apply to the OS itself, not the apps.

There has always been a mean to disable users from updating the software, one description is in bug 749744 comment #2, another at https://bugzilla.redhat.com/show_bug.cgi?id=1221517#c2  So basically there is no bug. But I mark this issue as a duplicate because the fix for a bug 749744 improves the GUI: hides the Updates page when the user has no permission to update.
