I thought this was handled by the fix in bug 739899 , but apparently more is needed.

I "fixed" this in 3.17.1, by removing the feature completely.
Unfortunately I don't have it to debug it further, but I also
don't feel confident removing a feature in a stable release.

Would it be willing to try and debug this on 3.16?
Otherwise I will just backport the removal and close this.

Well, I tried test_location with (gnome-3-16) and without (master) the hack and I honestly can't spot the regression in functionality. I am most likely missing what the hack does.  
IMHO you can just drop it even in stable.

The hack allows you to type the name of a city, then press enter, to choose the city if there is only one selected, without having to manually select from the dropdown first.
The regression in functionality exists.
