To reproduce, on Fedora 22:

1. ensure gdm-on-wayland is enabled and you have a single admin user account
2. boot system, log in as the existing user
3. create a new user account
4. log out

Note that you now see gdm with only the single account that previously existed: the new account is not listed.

I believe this is because with gdm-on-wayland, logging in does not terminate GDM, it continues running, and when you log out, you just switch back to that running GDM. Apparently GDM never refreshes the user list after it's been started up.
