Dear Joanie,

I found a PDF document, with Evince or Orca doesn't handling right when in Evince the caret navigation function is enabled.
If you opening the attached PDF document in Evince application and F7 key enabling the caret navigation feature, when you using UP or DOWN arrow keystrokes Orca speaks and presents braille the first line content.
Testcase:
1. Open the attached PDF document with evince, for example in Terminal the evince caviar.pdf command.
2. If the caret navigation function is not enabled, press F7 key, and click the Enable button.
3. Try scrolling the document with UP or DOWN arrow keystrokes.
Expected result:
Because happening a line movement operation, Orca need speaks and presents braille the selected line content.
Actual result:
I always see my braille display and hear speech synth the first line content.

My environment related informations:
OS: Manjaro Linux 0.8.12 GNOME community edition
Manjaro branch with I using: unstable
Evince version: 3.16.0
Orca version: gnome-3-16 branch
Affected Orca branches if this is an Orca issue: master, gnome-3-16
This issue reproducable my Ubuntu 14.04.2 environment with Evince 3.12 version.
An interesting thing:
If I doing a sayall operation and few seconds later I terminate the sayall operation, the scrolling up or down line operation works right.

Orca doesn't control the caret in Evince, and the caret gets stuck on that line whether you're running Orca or not. I made a simpler test case to reproduce the problem. See bug 733597 comment 3.
