Offline use support to gnome-contacts

When you set up an online account to manage / sync contacts (eg google), this is not available when there is no internet connection. It is important to use the contact information locally when there is no internet connection (schedule emails, watch phone numbers, list an address, etc). Other applications of the same type, keep the information available, and any change is then synchronized (in the same way that the contacts application on android). Thanks Gnome 3.16 (fedora rawhide)
Add to previous information, when the problem occurred gnome-contacts used independently (evolution was uninstalled) using the combination geary + california. When reinstalling evolution, the contact list (google) can be displayed with or without internet connection. I imagine that this is a mistake, since gnome-contacts can be used independently of evolution.
In 3.22,1 it is still the same problem. Actually I haven't been using gnome-contacts because it was only working online and it is especially offline I need it to work (otherwise I can just use my browser). I'm using Nextcloud for my contacts sync. Sadly there installing Evolution doesn't help to get it working offline.
