GtkMenuButton conflates sensitivity with having a popover

Setting "sensitive" to false in a .ui template has no effect if you also set a "popover" property. Simply having the popover overrides the sensitivity choice. We might want a separate bitfield for whether or not we "can" be sensitive vs if we "want" to be sensitive.
