How to reproduce:
1) Open any fullscreen app and put it on one monitor
2) Open anything on other monitor
3) Try clicking on fullscreen app, the cursor will click on whatever is bellow the app, if there is a window bellow, it will be brought to focus, if there is desktop, it will show the desktop menu

This also occurs in Gnome 3.14 but it does not occur in 3.12.
