This video demonstrates the pattern to trigger this issue.

If one repeatedly left clicks the legacyTray, windows will begin to switch/cycle/shuffle. I have included a video attachment, please note that the mouse pointer position in real-life is at the center utmost edge of the legacyTray, this video shows the mouse pointer position offset for whatever reason.
