On gnome-shell, I expect to see the actions buttons
(Save, Cancel, Remove etc) at the headerbar, not in the
bottom of the dialog.

Currently, the actions button appears in the bottom of the
accounts dialog.

Not sure if it exactly 'Action dialog, but for sure we have
aciotns buttons here.

In current Geary, when you edit an existing account, there are two buttons (Cancel or Save) at the bottom of the dialog.
Indeed it's an action dialog, so you are right.

It seems this will be covered by bug 714104. As you can see, in these mockups the action buttons follow GNOME guidelines:
