It's unclear what's "broken" here and how to exactly reproduce the problem.

This needs EXACT steps to reproduce, click by click, step by step. Don't make me guess themes, distributions, etc. Thanks.

sequence:
Install any! other theme
Choose any! other theme in gnome-tweak tool.
Go to gnome-classic desktop
See bugs in gnome, I saw bugs in the gnome, same as on first screenshot. Theme is broken. Theme must look alike in second screenshot.
How i do second screenshot:
Enable all extension in gnome-shell.
Choose any! other theme in gnome-tweak tool.
See a good, normal picture.

There is no official support for 3rd party themes in gnome-shell. They are possible, and people are doing them, but it's up to their author to keep them updated between versions or support classic mode in addition to the normal session.

(You may be able to work-around the issue by *not* selecting classic mode, but just enable the extensions that comprise it individually).
