With the new theme (3.15.90), the app-menu entries which actions are disabled are displayed exactly as enabled ones, except when hovering.

This is not used in many apps, but for example Sudoku uses that to ensure two (modal) print dialogs are not opened at the same time, and to disable the “print current grid” when on start screen.
