If PRIVACY_POLICY is not present, hide the "problem-reporting" section of the page, and link to https://location.services.mozilla.com/privacy as that's the service used by Geoclue.

Oh, and "org.freedesktop.problems.daemon" needs to be present as well to show the problem reporting. Otherwise we have a setting which doesn't control anything.
