During the 3.15.x cycle, gnome-control-center gained an option to control automatic problem reporting (bug 742375), and some distributions will likely want to enable automatic problem reporting by default. Since this has privacy implications, it is important to present an opt-out during initial setup, along with details of what problem reporting involves and a privacy policy.

This is also an opportunity to present an opt out for enabling geolocation, since this also has privacy implications.

In both cases (geolocation and automatic problem reporting), the idea is that initial setup would enable the setting after the opt-out has been presented. This way, if users don't run initial setup, they won't be unknowingly signed up to services which have privacy implications.

Selecting the privacy policy link would open a modal dialog, containing a web view.
