Downstream bug https://bugzilla.redhat.com/show_bug.cgi?id=1114685 asks to make unmanged/managed of a device configurable.

I think we should expose the unmanged-specs via D-Bus and make it configurable at runtime (including persisting them).


Currently you can set the keyfile.unmanaged-devices option to set user-unmanaged.

See also bug 731014 which might add udev rules to change default-unmanaged flag.
