VIM preferences page is visible only if VIM mode is on.Since VIM mode button has been modev to VIM preferences page there is no way to enable it

Hrm, I didn't realize that was made conditional.

I don't really like having pages disappear based on other settings because it makes it hard to discover and explore. So I'll just disable hiding it based on that setting.

Since VIM mode button was moved to VIM preferences page and vim preferences page was visible only if vim mode was enabled there is no way to enable VIM mode
