Steps to reproduce:
=================
1. Finish playing a game.
2. Save the completed game.
3. Load that game.
4. Pause, Undo, Resign buttons aren't disabled and the timer running.

I noticed this from the code when debugging BUG741966.
start_game() doesn't properly take care of completed games.
