Offer a way to hide bottom toolbar

When viewing photos, a toolbar is always present at the bottom of the screen. Here is a screenshot of the toolbar: http://i.imgur.com/Kkg84gS.png I never ever use this toolbar. Please offer users a way to hide it so it is no longer visible.

In Shotwell v24.5 (gnome v3.22), the bottom toolbar is always displayed when in Fullscreen mode. If I open a photo and disable the bottom toolbar via View > Toolbar, the bottom toolbar hides itself. But if I then tap F11 to enter Fullscreen mode, the bottom toolbar shows itself. Also, when I disengage Fullscreen mode, the bottom toolbar is now showing in the non-fullscreen view--this is despite the fact that View > Toolbar is still showing "Toolbar" as disabled.
Can't reproduce the part of going back from fullscreen, that was apparently fixed at some point by the GAction conversion.
