When I use the displays tool to try to change my primary monitor, the option doesn't do anything. My screen flashes and a dialog comes up asking if I want to keep the new changes or revert them, but the toolbars are still on the same monitor.

I've attached a screenshot. (It doesn't appear that the monitor numbers are visible in the screenshot; the left monitor was "1" and the right was "2". Regardless, I alternated through trying to change each monitor to Primary and Secondary and the toolbar never moved from the right screen.)

I'm on Ubuntu 14.10 with nvidia driver and the gnome-shell package version 3.12.2-1ubuntu7 installed.

What are the versions of the mutter and gnome-control-center packages?

The mutter-common, libmutter0d, and gir1.2-mutter-3.0 are all 3.12.2-1ubuntu2. (I don't have the "mutter" package installed.) gnome-control-center is 1:3.12.1-5ubuntu2.

GNOME is going to shut down bugzilla.gnome.org in favor of  gitlab.gnome.org.
As part of that, we are mass-closing older open tickets in bugzilla.gnome.org
which have not seen updates for a longer time (resources are unfortunately
quite limited so not every ticket can get handled).

If you can still reproduce the situation described in this ticket in a recent
and supported software version, then please follow
  https://wiki.gnome.org/GettingInTouch/BugReportingGuidelines
and create a new ticket at
  https://gitlab.gnome.org/GNOME/gnome-shell/-/issues/
