Some browsers and the GNOME Terminal support scrolling with the scroll wheel of the mouse through tabs when hovering them. This is quite useful to me and won't harm anyone. Thus I'm in favor of including this as a "shortcut" in the HIG.

It isn't the job of the HIG to specify toolkit behaviour.
