It doesn't appear to work when the focus is on the To/Cc/Subject edit boxes.  I'm not sure why, though.  Can you investigate?

We only activate the composer shortcuts for the embedded composer when the focus is in the message edit box.  It's been that way from the beginning; a comment in the massive squashed commit that kicks this off says, "It would be nice to only activate these accelerators when the composer has focus generally, but that doesn't seem to be easy to detect."

We could try to work around this in one of severals ways, but let's do that in another bug.
