Times are show correctly as 24 hours of AM/PM format on the weather forecast entries, but the current time at the top right of the window, show the time always in 24 hours format

There's no bug in your description. 
Could you elaborate and provide exact steps to reproduce, click by click, so anybody who has never used the application could easily follow them?

I think the text "but the current time at the top right of the window, show the time always in 24 hours format" explains the bug. I am adding a screenshot in order the clear the doubts.

Notice the time below in AM/PM format, using the mode set con GNOME Control Center, then see the time at the top, always 24 hours format.

Still present on GNOME 3.16 (Fedora 22 beta), see the highlighted parts of the attached image, different time formats

This problem has been fixed in our software repository. The fix will go into the next software release. Once that release is available, you may want to check for a software upgrade provided by your Linux distribution.
