Something similar to Arun's peerflixsrc:

but without a dependency on an external tool. This would need to send out statistics about buffering level.

We don't go chase code from random git repository unless we are interested in it and have someone minimally willing to maintain it. That being said, GStreamer is plugins based, having plugins in third party repository and not managed by the core is totally fine. They just tend to get a little less advertising.
