Currently there is no way how to know if I can request scan or I have to wait because another scanning is being processed. Would be useful to know if scanning is allowed or being procesed so we can disable "scan" button in our KDE NM applet accordingly. Right now when someone clicks on that button twice in a short time he gets a notification with "Scanning not allowed while already scanning", which is something I would like to avoid. Some property or signal that scanning has finished would be really useful.

bugzilla.gnome.org is being shut down in favor of a GitLab instance. 
We are closing all old bug reports and feature requests in GNOME Bugzilla which have not seen updates for a long time.
