https://developer.gnome.org/hig/3.14/tabs.html.en states the Ctrl + Page Up/Down should be implemented for a tabbed view. Would be nice if gedit could have that too.

Yes, it's a known bug when you combine a GtkTextView in a GtkNotebook: bug #705648.
