HACKING should include information about Object base class

At the moment HACKING does not tell us much about the the state of wrapping for the object base class. It should probably include some information on this.

The HACKING file is not translated, so it is not affected by the string freeze, so you can do that now if you want. In fact, java-atk-wrapper doesn't have anything translated (neither UI nor documentation), so there isn't anything affected by the string freeze. You can take a look about projects and their strings translated on the translation project, for example: https://l10n.gnome.org/teams/en_GB/
