Sorry, for the vague description.  What I mean is that if you have the shield in front of you, and you use the up gesture, and you start from the bottom after the shield clears, the desktop is in same mode if you had put your mouse at the bottom of the screen to reach the notification bar.

You end up spending a couple of seconds wondering why you can't interact with your windows until you realize that you're in the notification mode and you need to click on the screen.

You really shouldn't ever start in that mode from a screen lock or idle.  So whatever is detecting that a mouse has moved to the bottom should really be ignoring what the mouse is doing.

Not sure from the description if it's exactly the same as bug 739743, but the underlying issue is that the message tray can be triggered from the lock screen.
