i dont know if the multiple window mode is obsolete, but:
in multiple window mode, we have to push the shortcut tab twice to bring up the toolbox. Moreover, we can't hide the toolbox again, simply by pressing tab.

The keyboard input focus is on the toolbox then. This has recently been fixed in bug 567333, and will appear in 2.8.16.

If you are building GIMP yourself, or can find a current build of the gimp-2-8 branch, you could check if this fix has changed the behavior on OSX, too.

Assuming duplicate of bug 567333. If this happens again in 2.8.16, we will either reopen that bug or have to investigate this per platform.
