panning mapped on a tablet pen button causes a flipping between input devices

panning is essential, when painting on zoomed areas, so i mapped the pan-action onto one of my wacom-pen buttons. Unfortunately, whenever i pan using my wacom pen, Gimp begins to flip quickly back and forth between mouse and pen configuration (input devices). When i pan, i see flipping following dialogs: colors, brushes, tool preferences, dynamics. In addition, panning with a pen causes another bug: Bug 732325
At least part of this might be bug 771444.
How do you map the "pan-action" to a button? By assigning the middle "mouse" button to a pen or tablet button?

I wouldnt map it on the pen button if not needed, so removing this shortcut isnt negotiable for me at least. However, this isnt the point, because - mapped or not mapped on a pen button, keyboard shortcuts have to work without creating problems. This flipper bug is a nasty one and an old one too, that seems to have eternal life.
GIMP 2.8.20 has some fixes for the flipping (at least when you cross window edges), can you check if this issue is gone now?

So does this still happen with 2.8.22?
