When files possess different NEWLINE conventions, but are otherwise the same, they are detected as different in the file browser, but are reported as identical when opened for inspection.

Quite the head-scratcher, if you don't have another external inspection tool(e.g. a hex editor).

Depending on which solution you actually wanted, this is either bug 635593 or bug 547743.
