As reported downstream at https://bugs.launchpad.net/ubuntu/+source/shotwell/+bug/1380651, if the user selects more than one image and attempts to set them as an animated desktop slideshow, the dialog never appears and a host of critical warnings are spewed to the console.

It looks like the .ui file was not added to the Makefile and therefore is not in the tarball.  Building and installing from git will work.
