Add as.po to LINGUAS in configure.ac

Another Indic language translation from the crew at CDAC in Pune India.  This is the Assamese language in Devanagari script.

I tested it by compiling it, converting my primary language on my Mac to Assamese, firing up the newly compiled Gnucash.  Everything looked good.

The two files attached in git-format.
