paths should live, like text-layers, in the layers tab. The path tab toggle bar (of the path dialog) should migrate to path options in the tool options dialog. 

Furthermore, i'd like to jump with a double-click from :
-Text layer  > Text options
-Path layer  > Path options
-Layer	    > Layer options (options in the right-click menu of layers)
