I have 'watch library directory for new files' and 'write tags, titles...' both on.
As the duplicate detection does import the same photo if the metadata/tags has changed I have folders with 3 or more copies of the same photo but different metadata.

It would be preferable if Shotwell would recognise varying metadata on the same picture and consolidate the metadata.

The duplicate files have (when the source filename is the same) and added -1/-2 at the end e.g.:

test.jpg
test-1.jpg
test-2.jpg
...
