This is 100% repeatable on my system:

1. Create a new or open an existing .gnucash file
2. Create a new budget (Actions->Budget->New Budget)
3. Run budget report (Reports->Budget->Budget Report)
4. Select the window containing the budget created in step 2 and hit "Delete" (and confirm "Yes")
5. Select the window containing the budget report created in step 3 and hit "Reload"
6. Watch Gnucash crash

This problem has been fixed in our software repository. The fix will go into the next software release. Thank you for your bug report.
