This worked before, now when you for example "call" some application (web browser) from other application, in my case open a link in a web browser from irc client, or rss feed reader, it opens new tab in the application, and application automatically get focus even if on different workspace, before I think this was the case for applications on same workspace.

I'm not sure if this is gnome-shell related, or mutter, please change components if needed.

This was an intentional change, see bug 728018.
